This just came to me when I listened to the song. This is what I interpreted it as: It's about two angels, living in heaven, who are famed for the stories they bring back from their heavenly battles and successes. And so, these to angels reveled in their glory. But one day something happend. Jillian gets cursed accidentally, and the other angel, being responsible for this, gets banished from heaven and is set to find a way to reverse the curse.
As he searches the world, he sees the ages pass around him. He sees kingdoms rise and fall, the wonders and horrors of the world, and he starts to wonder at the meaning of mortal life. But all the while he thinks of Jillian, regretting what he did and praying that he will find the way to change it back to how it was so that he can escape the immortal eternity on Earth.
To me this song is about a vampire-turned human who had a romantic relationship with someone named Jillian. The vampire, now inhabiting the house were they lived together decades ago or maybe infront of this Jillian's grave? Our immortal singer here also appears terribly disappointed by the rest of humanity and their sinful ways stating that in the end "Their fate is forlorn" probably looking at a nearby parliament or something.

I read most of the series about 15 years ago but this was before the last books were published. I have always loved these books. In fact I found out about this song while looking at the entry for the Deverry cycle on Wikipedia. The song is beautiful although Jill's name in the book is Gilyan, it is pronounced the same as the song title.
The Wikipedia article is pretty good for explaining the series so I won't try. There is also a table of incarnations both on Wikipedia and the author's own website that helps when you are reading the book. I find that the Wikipedia one is actually more complete that the Author's. The flashbacks in the books are there to give background to what is happening in the part of the story that deals with the "current events. It never confused me but other have complained about the flashbacks being confusing.
That said this is a spoiler so don't read further if you don't want to know. It's not much of a spoiler since upon looking at the table of incarnations you could figure it out but ymmv.
Nevyn does finally manage to keep his vow. He dies after some years of life and reincarnates. His next life is harder and he himself has a tough time as he remembers being a Master of his craft and now he can't even do the basic stuff.
It's frustrating for him and almost turns bad. I won't say any more so you have to read the book to find out what happens but in that life at least he gets the girl. Actually I love that even some of the bad guys in previous books realize their past sins and make amends. I started to admire some characters that I hated in other books. Jillian Anderson.
